Hartzog Law Group has experience in representing North Carolina local government entities in all aspects of municipal law. We have represented municipalities both as outside counsel and as town attorney. We work with cities, towns, and counties across the state to help them navigate complex legal issues and avoid litigation. Our team of attorneys has extensive experience with a wide variety of legal issues faced by local governments, including the following:

  • Allegations of civil rights and constitutional violations
  • Law Enforcement claims, including search and seizure, wrongful arrest, malicious prosecution, and use of force claims
  • Procedural and Substantive Due Process claims, including pre-disciplinary proceedings, grievance proceedings, name clearing hearings, and related litigation
  • First Amendment issues, including employee free speech and retaliation claims
  • Employment law claims, including Title VII, ADA, ADEA, State and Federal Constitutional claims, and wrongful discharge
  • Internal employment issues, such as disciplinary actions, leave time issues and requests for accommodation, wage issues, and grievance procedures
  • Inmate claims
  • Zoning and land use matters
  • Public record requests and litigation
  • Sweepstakes issues and litigation
  • Impact fee litigation
  • Election law

In addition to defending local governments in litigation in state and federal courts, our attorneys have experience serving as in-house counsel to local governments, giving us a unique perspective on the needs of local governments and the issues they face. Our team will work with you to take proactive steps to avoid creating liability, including improving internal policies, conducting training, and offering advice on how to handle day to day issues faced by local governments. If you are faced with litigation, our attorneys are highly skilled litigators, and will work aggressively to obtain dismissal where possible and minimize damages.
